Raymond W. Cox III is a Professor in the Department of Public Administration and Urban Studies at the University of Akron.  He received his PhD in Public Administration and Policy from Virginia Tech.  Dr. Cox is the author of nearly fifty academic and professional publications, including two books (an introductory text and a book on grievance procedures and labor relations) and ten reports for government agencies, as well as more than thirty-five professional papers. His articles have appeared in the leading journals in the field of public management, including Public Administration Review, Public Administration Quarterly, Public Integrity, the International Journal of Public Administration and the American Review of Public Administration.  He has served on the editorial boards of three professional journals.  His most recent works have been on discretionary judgment and performance measurement.  He recently completed two articles on ethics and is working on a new introductory public management text and a book on discretionary judgment and public decision-making.

 

Dr. Cox has developed training programs on a variety of management topics. He has most often offered such training in strategic management, in performance appraisals and evaluation, and in public sector ethics.  He has served as a consultant to municipal, county, state and federal government agencies as well as to the government of Latvia.  He has performed management audits for agencies as well as facilitated the development of strategic plans for governments and not-for-profit organizations. Training projects have included training sessions on communications and interpersonal relations, parliamentary procedure, ethics strategic management and labor relations.  He has consulted with a variety of local governments in Minnesota, New Mexico, Florida and Ohio. A sample of recent projects include: revisions to a Position Classification and pay program; development of a pay for performance salary structure; review and revisions to code enforcement practices; revisions to city civil service code; develop a strategic management plan for both a federal prison and for a municipality; and a management audit for a various county departments.  Because of this combination of professional and academic experience he was approved for the Fulbright Senior Specialist Program.  His first assignment was to develop a performance measurement training program for mid-level managers in the government of Latvia.  Later he created a career development training program for that government.

 

In addition to more than five years as a grants manager for the federal government (distributing some $7,500,000 in competitive awards to state governments) Dr. Cox has been the recipient of a variety of grants and contracts ranging in size from $10,000 (NSF) to over one million dollars (U.S. Air Force).  He served for four years on the Community Development Council of the State of New Mexico, allocating some $45,000,000 in CDBG funds annually.  He has worked as a consultant to local governments writing grants for a variety of state and federal programs include to the US Department of Justice, US HUD, the Florida Department of Natural Resources and the Florida Department of Parks and Recreation.
